The authors are promoting the utilization of coal ash (raw flour) in the civil engineering work of Fukushima Daiichi Nuclear Power Plant. In this paper, "internal filler" to fill the inside of Mega-Float which is to be effectively utilized as a steel caisson, was examined on mixing and workability by test execution. As the result, it was proven that the workability by aging variation and flowability was good as an internal filler by the set value of 480 mm of slump flow, and that the control value of strength and environmental safety after the solidification could be ensured.
