The embankment of the river embankment by mechanical earthwork was implemented after the revision of the River Law in 1953. At that time, the main focus of the construction was to secure the cross section of the embankment, and it is presumed that the embankment was often built with the old seawall and tree stumps left. If the collapse occurs at the top of the embankment, it will not only hinder the safe use in normal times, but will also become a permeation route when flooding, which may be a cause of the levee, which is a risk of the embankment. We propose a method to extract such risks by combining 3D laser measurement and statistical methods.
