we introduce a new non-gaussian phenomenon in the civil engineering fields. we develop a method to calculate the earthquake motion phase as a function of the circular frequency without the unwrap procedure. we define a mean phase gradient (mpg) by dividing the phase difference with its circular frequency interval. we discuss the probability density function of the mpg and find to obey the levy-flight distribution, which means that the mpg is non-gaussian. we compare the autocorrelation characteristics of the mgp obtained from an observed acceleration time history and theoretically obtained characteristics by using the fractional levy-flight process.
