The relationship between soil volumetric water content and electromagnetic wave velocity is well known. The relationship is applied to soil moisture meters. This method is performed by measuring the propagation time called TDR. In this study, we can estimate the dielectric dispersion curve in the frequency domain using the step frequency ground penetrating radar. We proposed a method to accurately obtain the dielectric dispersion directly from the frequency-domain data without converting the time-domain waveforms. We conducted the experiment with changing the water level in the water tank containing silica sand. As a result, we were able to estimate the dispersion phenomenon caused by variation of the water content of silica sand.
