[Th.Z] Plenary Forum 2, BDBE and Hazard; Proposal for Future Structure Technology

Conventional structural strength evaluation is to confirm loads are lower than allowable limits to prevent failures. This approach is compatible with codes and standards, and works well for internal event designs. On the other hand, both beyond design basis events (BDBE) and external hazards have large uncertainties and difficulties to predict loads and failure modes. Furthermore, mitigation of failure consequence becomes important as well as failure prevention. Therefore, new different approaches are studied from conventional design one. In the field of resilience engineering, traditional design approaches are classified as Safety 1, and flexible responses to emergencies are classified as Safety 2, and a new approach to the latter is proposed. Civil engineering field is proposing the new approach called Anti-Catastrophe to deal with beyond design external hazards. In the mechanical field, passive safety structures without catastrophic failure have been proposed. This forum will introduce a new structural strength approach that differs from conventional design approaches. Based on this, we will discuss a new framework for evaluating structural strength against BDBE and external hazards, and new technologies to realize it.
