[A-8-14] Development of Character Recognition Method for German Car Number Plates

At the car inspection station in Germany, inspectors watch a number plate (NP) and input the license number into the terminal manually to access inspection records. A Low-cost IoT device for NP character recognition is needed to make this process more efficient at all inspection stations. In this study, we developed a simple character recognition method for German car NPs. Furthermore, we added an ambiguous character re-judgment method to prevent the misrecognition of characters with similar shapes. As a result, we achieved an 83.7 % character recognition rate.
