High Altitude Platform Stations (HAPS) are considered a solution for providing ultrawide coverage areas and disaster-resilient communication networks. To prevent UEs from suffering network outages and distribute throughput as evenly as possible, HAPS uses beamforming techniques to dynamically control the beams to configure cells according to the UE distribution. In this research, we propose a K-means-aided particle swarm optimization (PSO) method to find the antenna parameters that can configure cells to minimize low throughput UEs. We run simulations with realistic UE distributions in some cities. The results show that the proposed algorithm can reduce low throughput UEs with low complexity.
