[4-C-2-01] The current situation and issue for Implementation of ICD-11 in Japan

In Japan, the "Statistical Classification of Diseases, Injuries, and Deaths" has been published as a statistical standard based on the Statistical Law in accordance with the ICD established by the WHO and used for official statistics. ICD-11, the most recent version of ICD, was adopted at the World Health Assembly in May 2019, and came into effect in January 2022. ICD Advisory Committee, which met in June 2022 to discuss the implementation of ICD-11 in Japan, identified three issues: (1) positioning of chapters ("Traditional Medicine," "Life Function Assessment," and "Extension Codes") added as new concepts to the Mortality and Morbidity Statistics (MMS) of ICD-11 in statistical standards, (2) scope of Japanese translation of the Foundation, and (3) preparation of disease and death tables. In regard to (3), strategy for preparation of tables will be set after reviewing the recommended special tabulation lists for mortality and morbidity which will be released by WHO. Translation into Japanese is in progress in collaboration with the Japan Association of Medical Sciences and Japanese Association for Dental Science, and in cooperation with medical associations. Translation work will cover not only chapters, blocks, and categories in ICD-11 MMS, but terms in the Foundation to consider publication of ICD-11, so that it can be used widely. The Statistical Classification of Diseases, Injuries, and Deaths based on ICD-10 is not only used in official statistics, but is also widely used in the management of medical records. ICD-11 can be used more extensively, in a variety of settings, such as clinical practice and research. Revision of "Statistical Classification of Diseases, Injuries, and Deaths" is proceeded in Japan, as it can be the basis of smooth utilization of ICD-11.
