[3-A-1-02] From electronic medical record reform to social implementation of medical DX-Based on the origin of medical care
The inadequacies of the systems for sharing medical information that became apparent during the COVID-19 pandemic gave great shock and anxiety to Japanese people who believed they were in a well-advanced country with high medical standards. Then, the rapid social implementation of Medical DX has become an urgent issue for Japan. Medical DX brings new value creation and medical innovation to the medical field through digital technologies such as IoT/AI. It is truly a national project and the basis of human security. Since 2001, many digital policies related to electronic medical records (EMR) have been implemented, but even today, the EMR penetration rate is about 50%. In 2021, Medical Excellence Japan submitted "EMR reform" to the government as a starting point for Medical DX, and in 2022, we were involved in the policy planning of the Liberal Democratic Party's "Medical DX Reiwa Vision 2030." The “Stouthearted Policy 2022” described the establishment of the “Medical DX Promotion Headquarters” headed by the Prime Minister. In June 2023, the “Roadmap for promoting Medical DX” was announced. After that, the data health reform centered on medical insurance claims data, etc., which started in 2017, is accelerating, and personal health records (PHRs) and secondary utilization will progress. The 21st century is a major turning point from an information society driven by ICT to a human-centered Society 5.0 driven by digital innovation. Why did Japan lag in “digitalization,” “EMR reform,” and “Medical DX”? How far can digital innovation progress and solve problems? Doctors are professionals who are responsible for the constitutional right to life, the pursuit of happiness, and to live, and the medical community must return to the origin of medical care and take a proactive approach to the social implementation of Medical DX.
