[3-D-3-04] IPA's Initiatives for Cyber Security Human Resource Development

IPA has been promoting architectural design and data standardization to digitally adapt social systems, while working to promote digital transformation (DX), ensure cyber security in the era of cyber-physical integration, and develop digital human resources. The Corona Disaster has accelerated the digitalization of the world, and the shortage of digital human resources has been recognized as a major issue in the promotion of DX. The number of cyber security professionals in Japan in 2022 is estimated to be 388,000, an increase of 40.4%, while the shortage of cyber security personnel is 56,000, an increase of 37.9% from the previous year. The main reason for this is assumed to be the expansion of the areas where security personnel are required in the promotion of DX, in addition to the professional security personnel of IT and security vendors and the security personnel of corporate information system departments. In response to this situation, the government has announced a policy to develop 2.3 million human resources for digital promotion by the end of FY2026. Cyber security personnel are listed as one of the five types of digital human resources. Cyber security personnel are those who take measures to mitigate the impact of cyber security risks in the digital environment that supports business processes. This paper introduces IPA's initiatives to develop and secure digital human resources, cyber security personnel in DX Promotion Skill Standards, and industrial cyber security human resource development.
