This paper examined a series of relationships between the formation of settlement space, including the effects of geology and topography, and the residents’ environmental cognition, especially landscape value. Our target areas are four districts in the Fuji Five Lakes region where spontaneous settlements are located and tourism development with infrastructure improvement has been promoted. In the study, we identified the old village areas and the tourism development areas in each district based on historical analysis of topographic maps, and distributed questionnaires to the residents concerning the landscape value around the lake in their district. We found that the old village areas and tourism development areas were located close in the two districts on the southern side of the lakes, with igneous rock geology. In these two districts, the responses for landscape values related to “living space for local residents” and “tourist space for outsiders” overlapped in the same areas. In contrast, in the other two districts on the northern side of the lakes, with sedimentary rock geology, the old village areas on the inland side and the tourism development areas on the lakeside were located far apart. The distribution of landscape values also tended to be polarized.
