According to the World Bank (WB), Vietnam is one of the five countries most affected by sea level rise and the second country in the world that has been and is being strongly affected by climate change. climate. To realize the commitment at the United Nations Conference on Climate Change (COP26) to achieve net zero emissions by 2050 to reduce greenhouse gas emissions and fight global climate change, Vietnam must address many challenges, including fundamentally changing the economy, towards investment and use of green technology in all fields. Especially in the field of transportation, when people depend on personal vehicles, this is one of the main activities that emits the third largest greenhouse gas emissions after the energy and agriculture sectors, accounting for 18. 38% of the total annual emissions into the atmosphere.
In recent years, major cities in Vietnam such as Hanoi, Ho Chi Minh City and Da Nang have gradually developed green transport systems such as: expanding pedestrian streets, exploiting electric buses and public bicycles. With dual benefits, green transport not only contributes to improving environmental conditions but also improves the living quality of urban people. Prominent and soon deployed are pedestrian streets in the central area, where the population density is high, the public transport system has not yet met the demand for use, so the pedestrian street is an option. sustainable towards low carbon city.
However, the current pedestrian street network is mainly concentrated in the central area and the operating time of pedestrian streets is limited. In order to achieve high efficiency in the process of exploitation, operation and management, it is necessary to have strategic orientations, attention should be paid to the synchronization of all levels of government, political and social organizations from all over the world. Central to the locality and the whole community
