The purpose of this research is to clarify the actual situation of the reorganization of public elementary and junior high schools in local city from the perspective of city planning, especially focussing on examples in non-urbanized areas. Some of the findings obtained are shown below.1) 70% of the reorganization of public elementary and junior high schools in local cities took place in non-urbanized areas. 2) Many of the schools at the bases of urban master plan were set up in non-urbanized areas. 3) There are two patterns in the relationship between the reorganization of schools and base setting of bases. Firstly, centering on facilities that support daily life sustainability, the reorganized school will be added to some of the facilities in the base area to serve as a base. Second one is to use the basic nature of the school to form the basics on a small level.
