[HDS09-07] Toward optimization of disaster prevention for each region using scientific information on real-time crustal activities, prediction and hazards

One of the most important concern for residents living along the Pacific coast is the Nankai Trough earthquakes and tsunamis, To contribute for it, Research project for Disaster Prevention on the great Earthquakes along the Nankai Trough started at 2020 (e.g., Kodaira et al., 2023), As one of the project, we present implementation of scientific information for disaster prevention on local regions. Our main activities consist of three items, which are re-evaluation of hazards using realistic strong motions and tsunamis, discussion for sharing disaster prevention on each local region using cutting edge technologies and science, and improvement on literacy for disasters.
For re-evaluation of the hazards, evaluation of deformation of river embankments is one of issues using more realistic waveform for Nankai Trough strong motion having low frequency and long duration and 2D heterogeneous model with deep ground structures. These elements produced more strong deformation on the embankments. In addition, we evaluate tsunami debris distribution on some cities to share real disaster images (e.g., Imai et al., 2023). The shallow inundation area sometimes becomes secure information for the residents. Tsunami debris, however, tend to accumulate on upper limit of inundation areas, and sometimes bring tsunami fire there. And, we carried out the tsunami evacuation drill using real-time tsunami prediction system (e.g., Takahashi et al., 2017), which some local governments implement. Through the drill, primary order for rescue and support for residents should be customized for characters of each region.
For discussion for sharing disaster prevention on each local region and sharing crustal activities brought by this project, we have held a meeting twice per a year. Four themes are set, which are re-evaluated hazard, action for complicated disasters by not only strong motions and tsunamis but meteorological disaster, business continuity after disaster, and education to be able to support local regions. The severe damages by future Nankai Trough earthquake with a magnitude of over nine are expected (JCO, 2012), it is unrealistic to take procedures completely to support residents for local governments and municipalities. Therefore, appropriate and customized prevention procedures are needed for each region. We have shared many types of prevention procedures by many organizations. Moreover, local regions have issues to decrease number of supporters for disaster prevention. To improve the situation, disaster education is also one of significant issues to be resolved. Recently Japan Meteorological Agency started announcement of temporary information about crustal activities along the Nankai Trough. We construct platform to share the information among the persons of disaster prevention.
Last item is improvement of disaster literacy. After huge disaster, each should have and determine the best action to avoid the risks using many circulated information for not only the person but a community. Many knowledge and experiments about Nankai Trough earthquakes, tsunamis, and characters of each region are needed to make improve the literacy. We try to prevail the information brought by the project and how to use them using questionnaire survey along Nankai coastal areas. The survey consists of five groups and we got 200-300 answers at this moment. We try to measure the disaster literacy and evaluate the process of the improvement.
