Use of the “System for Prediction of Environmental Emergency Dose Information” (SPEEDI) has been a big controversy. We would critically analyze the situation centering on strategic decision-making for radiological emergency and role of real-time disaster damage prediction system, by comparative study with foreign cases. We discuss it as a case of “structural disaster.”
