(3)Proposal for High Level Qualitative Safety Goals in Japan

Before 1F accident, Japanese draft safety goals proposed by former Nuclear Safety Commission were aiming only for protecting public’s health, although they recognized the societal risk caused by a severe accident.
After 1F accident, newly organized Nuclear Regulatory Authority proposed a quantitative safety goal solely "in order to minimize the harmful impact to the environment." But they say nothing about the basic structure of a safety goal system or upper level qualitative goals, both of which should be accompanied with a quantitative goal. Keeping the viewpoints presented in (1) and (2) in mind, we try to propose the hierarchical structure of safety goals and high level qualitative goals for Japan.
