核燃料施設に対する新規制基準において新たに要求された重大事故への対処のうち、臨界事故については、設計上定める条件より厳しい条件を仮定し、臨界事故が発生する機器（全２３機器）を想定した。
これらの機器に対し、規則で要求されている対策として、未臨界確保対策（中性子吸収材の供給による未臨界への移行・維持）及び影響緩和対策（放射性物質のセル等への滞留による外部への放出量の抑制）を採ることとしており、同内容について概要を報告する。
