The decommissioning of accident-damaged nuclear power plants is considered to have characteristics as follows.
(1) The fundamental safety functions of major structures, systems and components (SSC) of the plants are declined or degraded because they are damaged by earthquake, tsunami, hydrogen explosion, heat and/or sea water, and so on. (2) There are difficulties in investigating the actual conditions of damaged fuels and debris, and also difficulties in performing maintenance activities to manage the long term integrity of major SSC having the fundamental safety functions because of very limited accessibility to the inside of reactor building due to high radiation dose rate, etc. To advance the decommissioning safely and steadily with limited resources to be applied despite many difficulties and unknowns described above, it is essential to get an overview of the whole plant or project and take an efficient and effective approach based on the strategic way of thinking.
In this paper, the conceptual ideas to properly manage safety and economic risks in the decommissioning for accident-damaged nuclear power plants is discussed.
