The objective of this study is to develop a plant concept that enables to increase the output flexibly in response to social needs. Firstly, the policy was set to increase a plant output by increasing the number of cooling system loops in order to reduce the development cost of the cooling system equipment. Secondarily, based on that policy, the plant concept of 200 MWe was developed. In particular, the heat-mass balance which can reduce the reactor vessel diameter was set, and the reactor structure in which the core was arranged eccentrically was designed. Futhermore, this plant can increase the plant output by adding the secondary system of the same size.
