In order to implement the risk assessment for severer accidents due to external events such as earthquakes in nuclear fuel facilities, we propose an interaction multi-layer model and a seismic risk assessment method. The former allows for consideration of simultaneous occurrence of multiple accidents and feedback of the time-dependent and spatial impact of component damage and human operations. For the latter, a method based on the magnitude of the risk of nuclear fuel facilities and the status of development of reliability data such as fragility data is applied.
