The importance of international safeguards is expected to increase in response to the expansion of nuclear activities in the world in the future. Nevertheless, financial and human resources of International Atomic Energy Agency (IAEA) have become tight in recent years and there is little possibility to increase them in the future. Therefore, a research for new institutional and technical measures for rational nuclear safeguards is necessary in order to realize sustainable international safeguards for next generation nuclear fuel cycle. In order to make use of the research, I have conducted a case study on how much inspection effort has been rationalized by the New Partnership Approach implemented by IAEA and Euratom since 1992.
