[1F03] Revision of JENDL-4.0/HE ACE file

The JENDL-4.0/HE ACE files were produced in 2017 and those for nuclei which are often used are bundled in the PHITS code. We found that heating numbers, damage energy production cross sections, secondary neutron multiplicities and fission cross sections in the JENDL-4.0/HE ACE files and revised them. All the revised JENDL-4.0/HE ACE files are open.
