[3C11] Research on Issues and Solution Ideas for Safe and Rational Decommissioning of Commercial Nuclear Power Plants

In Japan, 18 nuclear power plants (excluding Fukushima Daiichi Nuclear Power Plant Units 1 to 6) has been decided and is being carried out Decommissioning as of June 2021. It is urgent for the whole nuclear industry, including various stakeholders in decommissioning, to identify and solve the issues that may obstacle the safe and rational decommissioning. The authors identified cross-industry issues on decommissioning of commercial nuclear power plants through interviews and discussions with various stakeholders in the nuclear industry (utilities, supplier, general contractors, etc.), local government, and experts. As a result, in addition to the existing issues such as waste treatment and disposal, new issues such as operational concerns due to the simultaneous decommissioning of multiple units and the existence of a safety awareness gap among various stakeholders were identified. This paper summarize the results of these issues and propose a draft solution policy.
