A thermal-hydraulic simulation model of the cold-cap formed in the TVF glass melter in JAEA, which is composed of fiberglass frit cartridges saturated with high-level radioactive waste was developed. The cold-cap was modeled as a two-phase flow of cartridges and molten glass. Increasing the apparent viscosity is considered by fluid drag force between solid particles and fluid. Decreasing of joule heat current and thermal conductivity caused by cartridges floating on are defined as a function of the concentration of solid particles. These models formed a thermally isolated layer in the cold-cap region. Simulation results in regard to the actual operation of the TVF melter showed that the change of the glass temperature reasonably corresponded to that of measured values.
