In the regulation of nuclear power, the NRA has decided to promote activities that utilize risk information, and the scope is to include decommissioning activities. Smooth execution of decommissioning activities is also necessary from the perspective of early elimination of risk sources. We examined and summarized the risk and safety concepts that should be considered in the decommissioning of nuclear power plants. We used INES evaluations to roughly quantify and visualize risks, and suggested that a paradigm shift would be necessary in future regulations.
