In 2022, the GX (Green Transformation) Executive Committee, chaired by Prime Minister Kishida, began discussing the new construction of a nuclear power plant (NPP). Since ensuring safety is a major premise for the construction and operation of NPPs, it is essential to first discuss safety requirements when discussing new construction. In addition, in the questionnaire survey, it was found that respondents who were simply asked to "build a new NPP" felt novelty and unknown and became anxious. Therefore, the outline of the safety requirements for new NPPs is proposed. In Japan, the development of what is called an innovative reactor is progressing, but because it is considered as an extension of the new regulatory requirements for existing NPPs, it is a complicated and unbalanced design. By creating new safety requirements organized based on the concept of ensuring safety behind the new regulatory requirements, it is expected that the design will be simple, reliable and robust.
