Small scale office buildings located in downtown Tokyo are weak for business continuity; particularly power is an issue. The central government has promoted decentralized energy system, however, it is unclear how to install it in those districts. The purpose of this study is to clarify decentralized energy systems into the area with small scale office buildings at the urban regeneration stages. The paper firstly studies installation of decentralized energy system at the building renewal, followed by the analysis of its effectiveness for disaster prevention and project feasibility. As a result, it is identified that decentralized energy system can bring an evasion effect for business suspensions to some extent, however, grant support has required to cover cost of fuel cells.
