Case Study of Benefit Principle for the Administrative Service
Keywords:City finance, Compact City, Benefit principle, Sapporo City
Sustainable city management is highly required because of declining revenues due to depopulation and aged society in recent Japan. To tackle these issues, the Compact City has been strongly promoted, because it is expected to reduce their financial burden from the perspective of improving administrative service efficiency. Because a huge amount of cost for withdrawal is expected to promote compact city, local municipalities have required to consider either compactness of the city and reducing the financial burden, but the way of this is not clear. The purpose of this study is to clarify how Compact City policy should be for sustainable city management. From the analysis, we reconsidered the burden for administrative services according to the location based on the benefit principle. As a consequence, we identified the possibility to promote both the Compact City and reduction of the financial burden at same time.
