[50] Analysis on specific residential induction measures based on the location normalization plan in Japan and impact of the induction measure in Toyama city

In this paper, we conducted a questionnaire survey for 247 city governments which published the location normalization plan in Japan and investigated whether they implement or consider any specific residential induction measures based on the plan. The results indicate that while about 30% of the cities are considering residential induction measures for the residential promotion area, the number of cities which consider population decreasing measures for outside the residential promotion area or implement the induction measures is small. We also analyzed the effect of the residential induction measure to the downtown area which started in 2005 in Toyama city using time-series district population data with the differences in differences method and the propensity score matching (DID-PSM). As a result, it is indicated that the measure has brought no significant effect on district population by 2019.
