[53] A Study of Possibility about Profit Making Business for Effective Use of School Sports Facilities

Recently, effective use of public facilities within the limited financial resources are highly discussed amongst the local authorities in Japan, because most areas are facing to the deteriorating local finance. Even swimming pools, most of primary schools have own ones, can be maintained by public and private firms together because these facilities can open for general use. However, how local authorities can work together with private firms is an issue. The purpose of this study is to clarify method of public and private partnership for effective use of school sports facilities. The paper considers establishment the private gym utilized new indoor pool in school. From the analysis, time share of swimming pool is effective in reducing expenditure pertaining to maintenance of swimming pools for public, and improvement profitability for private firm. However, we should consider location of primary school.
