Heavy-rainfall in July, 2018 caused inundation and landside disaster to Southwestern Honshu, Japan and the number of deaths rouse to 232. At that time, Japan Meteorological Agency announced warning and advisories and local governments also announced evacuation recommendation or evacuation order officially, but a lot of people failed to evacuate. Their situation awareness error is guessed to be one of the reasons for that people failed evacuation. The situation awareness may be caused by perceptive limitations to disaster prevention information and the surrounding situation for evacuation decision making. Then, we surveyed evacuation behavior on heavy-rainfall in July, 2018. We analyzed these data based on the protection motivation theory with situation awareness error. Then, we proposed the framework to survey and analyze evacuation behavior in heavy rain.
