The population decline in Japan is inevitable and in order to maintain a sustainable city, it is necessary to implement a “compact + network” urban structure. Following this, many municipalities are preparing by setting and declaring their location optimization plans and urban function induction areas. Here, it is crucial to accurately survey the trend of commercial facilities in defining the area for guiding urban functions but deemed difficult to grasp the consumption behavior efficiently. In recent years, the breakthrough in big data including mobile spatial statistics has made it possible to determine short-term population changes. Therefore, this research evaluates consumption behavior by utilizing short-term fluctuation data from mobile spatial statistics and thereafter investigates the area where urban functions are induced utilizing the prediction model on the basic unit of visitors.
