[144] Urban planning history of Atami city in the 1960s based on the “CITY OF ATAMI MASTER PLAN” by Eika Takayama

This paper focuses on the history of urban planning in Atami city, one of the famous tourist destinations in Japan, in the 1960s. Lack of urban planning in Atami in the 1960s was pointed out in the previous research, but there was a master plan for Atami by Eika Takayama. This master plan consists of planning of 1) parks and recreational Areas, 2) thorofares, 3) land use, and 4) school districts. In the Atami local council and government, council members and public officers called the plan as “Takayama plan”and struggled to realize it. Many projects such as landfilling, redevelopment in front of Atami station, street improvements became reality based on the Takayama plan. However, city planning for the city beauty, such as aesthetic zones and height districts, were not realized.
