Tenri city, which is known for new religious city, was born in late 18th century and has transformed until now. Transformation of religious city is affected by religious momentum. For example, the number of believers and financial power. Tenri’s urban transformation has three characteristic stages. First stage is from 1900s to prewar days. Many believers came to Tenri, and many shops and facilities got together in Tenri. Tenri became the new religious city then. Second stage is from the end of WWⅡ to 1980s. Tenrikyo made many facilities and the city was developed. The city started to attract not only believers but also non-believers. Third stage is from 1990s to now. Tenri’s momentum is decreasing, and most of new movements belong to the general citizens now.
