In order to reorganize the public transit network in the suburbs of metropolitan areas while ensuring economic sustainability in the face of future declining demand, this study proposes a mathematical model for setting the appropriate configuration of route systems, operation frequency and fares. We consider that there are several routes in which a single type of vehicle simply runs round-trip or in circulation, and that users transfer between these routes as needed to maximize the total social surplus. The optimization model is then applied to a simple public transportation network modeled after a typical route network found in a suburban station area, to obtain basic knowledge on the reorganization of public transportation networks to cope with future declining demand.
