In this paper, in order to deepen our understanding of the "democratization of urban planning" during the postwar reconstruction period, I trace the history of the thoughts and activities of Yonenaga Daiichiro, an architecture student. His history shows that the "democratization of urban planning" was not only based on radical social reform ideas, but also on patriotic sentiments inherited from the pre-war period. In addition, it shows that there was a practical movement based on a broader goal such as the establishment of citizen autonomy and the search for scientific urban planning rather than the reform of administrative and institutional structure, but that these goals were far from the reality of urban planning practice and the relationship with citizens.
