In 1991, due to the need for disaster prevention and conservation of the urban environment in Urbanization Promotion Areas, the agricultural land in those areas was divided into “Agricultural land to be converted into residential land” and “Agricultural land to be preserved”. The latter is called the Productive Green Area. However, in some cities, useful Urbanization Control Areas are relatively close to the Central Area, and the agricultural land extends into the suburbs. It is considered that the agricultural land of the suburbs plays the role of the agricultural land of the urban area. In this study, we aimed to understand the difference in utilization of green production areas and suburban agricultural land by the characteristics of local governments.
