In this study, it is necessary to take measures to prevent dismantling by publicization by investigating the actual situation of ownership transfer and operation right transfer in historic buildings in the coastal area of Kanagawa and considering the future development potential of each transfer method. In response to the increasing trend in the number of transfer of ownership, the shortage of buyers by private individuals is becoming apparent. It is required to take measures. However, it is difficult for each local government to spend on the administration for public ownership, and even after the transfer by accepting donations, the conservation and utilization in the public sector will lead to tight financial and human resources, so the utilization by the private sector is required. Therefore, for Kamakura City, which has built a relocation destination introduction system with many cases of publicization, we will consider the actual situation of utilization after publicization together with the actual situation of system operation, and it was shown that the issues for utilization after public ownership are permission for change of use and consensus building with local residents.
