[89] The Role and Challenges of District Plans for the Inheritance of Spatial Resources in the Tsukuba Science City

In the Tsukuba Science City, 40 years have passed since its construction in 1980. The dramatic change occurred in the former national public employee housing, which were closed and sold to the private developers. In the public employee housing districts, the rule called "planning standards" was applied to guide spatial design and create continuity among sites, creating the spatial resources of the science city. As an alternative to the planning standard, "district plans" have been established for the former public employee sites since 2010. The paper aims to clarify the district plan's role in inheriting the city's spatial resources and the challenges it faces, based on the analysis of the district plan contents, the field survey, and the actual development situation. It finds out that the current district plan does not control the increase in development volume; on the contrary, it has a specific guiding effect on the greenery.
