[90] Transition in Intention to Move into Disaster Public Housing, the Actual Situation of Moving in and Factors Behind the Change

The reconstruction of housing is an important issue after the disaster. For disaster victims who cannot rebuild their homes on their own, disaster public housing is provided by local government. In order to plan the number of units needed, surveys of victims' intentions are carried out repeatedly. However, the intentions of disaster victims change sequentially depending on the situation. This paper focuses on the intention to move into disaster public housing, and clarifies the actual situation of the transition and change of intention. An analysis of intention surveys conducted in Minamisanriku Town, Miyagi Prefecture, revealed the following: 1) Individual intentions varied from survey to survey, with 30% of households changing their intentions between surveys. 2) The intentions of small unemployed households tended to fluctuate during the process.
