[91] Reality and Issues of Reverse Area Division in Response to Depopulation and Disaster Risk

In the light of depopulation and disaster risks, several municipalities have been attempting restrictive reviewing of area division to make cities compact. Some attempts have, however, diminished the target area due to opposition of residents. This study examines the actual outcomes and challenges of those attempts by conducting comparative analysis on three cases, as well as scrutinizing resident opinions. Data was collected from official documents and interviews with authority officers and key informants. Findings were that the methodology of reviewing attempts varied among municipalities and that concerns on declining property values and disaster countermeasures were contested at residential areas. In order to implement reviewing not only procedural problems are to be solved, but also cross-sectoral measures would be required.
