The aim of this study is to understand the characteristics of Remaining Farmland and to examine the future of the Remaining Farmland in relation to land use policy and agricultural policy, focusing on Non-area Divided City that include Remaining Farmland in the Residential Promotion Area. The Remaining Farmland is evaluated from agricultural perspectives, such as connectivity and farming environment, and from urban perspectives, such as public transportation and infrastructure development areas, to understand the future measures for the Remaining Farmland through interview surveys.
As a result, Residential Promotion Area is designated in Large-scale Remaining Farmland with excellent farming environment, and there are also the farmland with poor urban evaluation. Therefore, it is necessary to clearly define "new development sites" as stipulated in the City Planning Operational Guidelines. In addition, Large-scale Remaining Farmland that has not yet been diverted need to be considered for farmland preservation measures, such as excluding it from the Residential Promotion Area.
