The number of cases in which public housing is utilized as temporary housing in times of disaster is increasing. We analyzed the actual situation of housing support methods using public housing as temporary housing in municipalities throughout Japan. The preconditions for utilizing public housing as temporary housing are organized as follows. (1) There are vacant units that are scheduled to be offered to the public; and (2) It does not take much time to develop the units. Particularly important characteristics are as follows. (1) the ability to provide housing quickly, and (2) the ability to continue occupancy at low rent. The following are some of the issues that need to be addressed. Information on continued occupancy is not well distributed to tenants, and awareness of this information is insufficient. The government needs to repeatedly inform the tenants of the program, as it not only increases their options when considering rebuilding, but also contributes to their sense of psychological security.
