[131] The frameworks and the status of utilization of regional coordination in the field of city planning after the decentralization reform

The purpose of this study is to clarify the differences in the direction, legal provisions, and actual conditions of regional coordination after the decentralization reform. The direction of regional coordination has been changed to horizontal coordination by municipalities after the decentralization reform, but the legal provisions remain limited to vertical coordination. However, the survey results revealed that horizontal coordination is conducted for roads, NIMBY facilities and so on. On the other hand, in the case of city planning related to development policies and the location of large-scale commercial facilities, the actual condition remains limited to vertical coordination, suggesting that the characteristics of city planning affect the actual condition of regional coordination.
