[130] Research on measures by local governments to utilize human resources from outside the region

Local governments are increasingly interested in utilizing the labor, funds, knowledge, and skills provided by human resources from outside the region for regional development. However, there are differences in the measures of local governments, and the factors behind these differences have not been clarified. Therefore, this study conducted a multivariate analysis using data collected through an original questionnaire survey of all local governments. The results revealed that "local resources" and "effects expected by local governments" have a significant impact on the measures and issues for local governments. The "effects expected by local governments" could be categorized into three types, and it was found that local organizations that can be entrusted with diverse tasks are highly effective, especially for those local governments that expect "human resources from outside the region" as "partners".
