Ensuring walkable neighborhoods for all residents is crucial for their health and well-being. This study aims to examine the distribution of municipality-designated walking courses and their access equity for residents, in terms of walkable course length per 30-minute walking trip and their quality, and suggest implications for where to add or maintain courses based on the case study of Tsukuba City. We conducted a field audit of streetscape quality and utilized a Vehicle Routing Problem (VRP) model to create routes that optimize the usage of designated walking courses. Our findings show concentrated courses in city centers and natural attractions, contrasted with a significant lack in suburban areas. We classified areas into five categories based on walking course quantity and quality. Approximately 12% of the population resides in areas with no course access, 17% in areas with low quantity and quality, and 15% in areas with high quantity but low quality. Given these classifications, we propose walking course improvement strategies. Our methodology and findings will provide valuable insights for policymakers aiming to enhance walkability in their cities.
