[HCG27-03] Human Capacity Building at The University of Tokyo towards Knowledge Base Development for Nuclear Risk Management

For robust and effective nuclear regulation under uncertainties like the performance of safety-critical facilities like nuclear power plants exposed to natural hazards, the following items are required,
- a multi-diciplinary framework that bridges the gaps and integrates engineering, natural sciences and the social sciences,
- corporation with societies based on in-depth understanding of societies and diverse perspectives,
- human capacity building facilitating multi-diciplinary network,
- harmonization between compliance-based activities and proactive risk management including innovation.

The characteristics of decision makings under uncertainties like the performance of safety-critical facilities like nuclear power plants exposed to natural hazards that are considered important are integrating the following two aspects in a consistent manner:
- full utilization of wide range of scientific and engineering knowledge,
- impossibility to reach single decision (trans-scientific aspects).

It is considered important that higher education contributes to this field, especially for delivering experts who can discuss and make decisions on performance of safety-critical facilities considering regional characteristics and regional risk reduction including:
- holistic perspective,
- standardization,
- gap identification and change management

Based on this understanding, the University of Tokyo, collaboting with Japan Atomic Energy Agancy and supported from Japan Nuclear Regulation Authority (NRA), launched a human capacity building program towards development of knowledge base for nuclear risk management.

A proposed project comsists of:
A) Lecture for graduate students on "Disaster Risk Management of Engineering System" that provides a framework integrating engineering, natural science and the social sciences,
B) Special lectures from distinguised experts from international organizations etc.,
C) Site visit and discussion with nuclear experts,
D)
D-1) Excecises on risk-informed decitions, including treatment of updated knowledge under and management of conflicts,
D-2) Project based learning of nuclear safety research related to risk management,
E) Internships in international organization and/or research organizations,
F) Stakeholder workshops.
