[SVC27-06] Training of the human resource development for volcanic disaster management officers at Mt Fuji

Since disaster prevention measures for active volcanoes differ for every volcano, it is difficult to imitate other volcanoes' disaster prevention plans and measures. On the other hand, disaster prevention officers will be changed every two to three years. As a result, knowledge and experience of volcanic disasters have not been accumulated, and disaster prevention measures have not progress.
In order to solve these problems, Yamanashi Prefecture has been considering an effective training program for volcano disaster prevention officers since 2017. In Yamanashi Prefecture, the Yamanashi Core Group Meeting of the Mt. Fuji Volcano Disaster Prevention Council is held about six times a year (four times in FY2020), and training is conducted once or twice a year using the framework of this meeting. The training was carried out five times before FY2020. In FY2020, the lecture about the volcanic disaster was held on July 22, 2020, and the tabletop exercise was held on January 20, 2021. In the FY 2020 tabletop exercise, each municipality's specific evacuation plan was examined based on new simulation results. If an eruption occurs, residents around Mt. Fuji must evacuate within the area or over a wide area, depending on the scale of the eruption. This exercise was conducted on the assumption that people would evacuate to neighboring municipalities. Eruption scenarios were prepared by experts belonging to the Volcano Disaster Prevention Council, and drills were conducted without distributing scenarios in advance.
In this exercise, we were able to extract problems that would occur by using realistic eruption scenarios and making realistic assumptions. It also revealed problems with the existing evacuation plan. In the future, it will be possible to improve the volcano disaster prevention officer's skills by conducting training in various patterns, changing the location of the crater, and other factors.
