[HDS09-P02] Topographical characteristics of settlement location as primary data for relief goods transportation planning

The scale of the disaster caused by a huge earthquake along the Nankai Trough, which is expected to occur in the near future, will be much larger than that caused by the Great East Japan Earthquake. The direct damage caused by the earthquake and tsunami the disruption of supply chains and lifelines must be considered in the relief and recovery phase after the disaster. Various conditions differ between the areas affected by the Great East Japan Earthquake and the areas expected to be affected by the Nankai Trough Earthquake. However, it is difficult to say that enough empirical studies have been accumulated based on this point. In addition, we have seen some studies on the transportation of goods from procurement areas to wide-area goods bases, but there is a lack of studies on the transportation of goods from wide-area goods bases to villages and evacuation centers of local communities. In this study, we analyzed the topographical characteristics of the settlement and route through the following steps. First, we defined a settlement as a set of houses, and a 50-meter buffer was created from the building polygons of the Digital Map (Basic Geospatial Information) issued by GSI to capture the approximate shape of the settlement. Next, the Convergence Index (CI), which represents the curvature of the land surface, was adopted for the terrain characteristics using 50-m-DEM of GSI. Statistics of CI values were assigned to each settlement polygon. QGIS was used for the above processing, and the scope of analysis was three prefectures in the Kii Peninsula, four prefectures in the Shikoku region, and three prefectures on the Pacific coast of the Tohoku region. This paper will discuss the issues of the relief goods transportation strategy in the damage area of the anticipated Nankai Trough Earthquake based on the topographical characteristics of the settlement and route.
