[G01-P04] Tsunami evacuation drill using Tsunami Inundation Prediction system and VR

1. Introduction

There are a lot of tsunami disasters in Chiba Prefecture, such as 1703 Genroku, 1924 Taisho Kanto, 1766 Enpo Boso, 2011 off-Tohoku, 1854 Ansei-Nankai, and so on.
Therefore, the prefectural government has signed a comprehensive cooperation agreement with NIED since 2015, and are promoting initiatives for disaster prevention and mitigation, through the social implementation of earthquake damage prediction system, tsunami inundation prediction system, and making VR promotion videos.


2. Issues to be resolved

In Japan, more than 10 years have passed since 2011 Tohoku Earthquake, so the number of participants for tsunami evacuation drill is decreasing year by year. The drill to evacuate to a nearby high ground after earthquake occurrence, it is difficult for each participants to image of actual evacuation, checking out the dangerous places or early tsunami inundation area on the evacuation route even if they read hazard map before drill.


3. System for disaster prevention

(1) Earthquake damage prediction system
The system evaluates the seismic intensity map, liquefaction risk, and building damage distribution, using strong motion sensor network of the prefecture.

(2) Tsunami inundation prediction system
The system predicts the detailed tsunami height, the arrival time and the tsunami inundation area on land for each community along coastline using real-time pressure gauge data of the seafloor observation network for earthquakes and tsunamis along the Japan Trench (S-net).
Obtaining a forecast business license from JMA, we start to inform tsunami forecast information to coastal municipalities.

(3) Tsunami evacuation drill system (Tsunami VR)
The system displays tsunami inundation in accrual city for every moment since earthquake occurrence by visualizing tsunami inundation simulation on 360-degree panoramic images.

(4) Wearable camera
Evacuate volunteers wear the wearable camera used for remote monitoring and headquarters of disaster response in the municipality check the evacuation scene through the real-time videos.


4. Tsunami evacuation drill

In order to learn from the severe damages caused by the tsunami of the Great East Japan Earthquake. A tsunami evacuation drill were carried out at Katsuura city on October 30 in cooperated with the city and the prefecture.
In this drill, we assumed occurrence of an M8 class earthquake at off the southeast coast of Chiba Prefecture. The coastal residents living in the target area evacuated to the nearest tsunami evacuation sites according to announcements of the large tsunami warning.
The Meyer and disaster prevention staff took communication sharing real-time tsunami inundation prediction and evacuation scene of the residents in the training control room.
After the tsunami evacuation drill, citizens watched the VR video of the drill on a fair for disaster prevention.


5. Conclusion and future

Through this practical evacuation drill, we recognized that the resident participation rate was not so high through the video of the wearable camera, but the evacuation completed with a realistic feeling before expected tsunami coming by synchronizing with the VR video. In fair for disaster prevention, citizen shared real images of tsunami danger by checking the VR video of the tsunami evacuation training system. If the evacuation is delayed, the tsunami will reach at the second floor of the building in no time.
More than 10 years have passed since the Great East Japan Earthquake, and the number of children who cannot image actual tsunamis is increasing and increasing. We plan to carry out evacuation drill and disaster prevention education at schools with realistic tsunami images for both operators and participants using the tsunami evacuation drill system, earthquake damage prediction system, and wearable camera.
